In loving memory of Philip 'Phil' Tarling CIA, QIAL, CRMA, CMIIA who passed away on 6th October 2023.
Phil was a father, grandfather, brother, friend, colleague and mentor. During his life he touched many peoples lives in different ways.
Phil's life was varied and full, he loved to travel and had visited 85 different countries during his 72 years. He enjoyed spending time with family, colleagues and friends and was at his very happiest when holidaying in the Greek island, Ikaria, which always held a very special place in his heart.
One of Phil's proudest moments was when he walked his daughter, Alex down the aisle in August this year, he spent a fantastic day amongst family and close friends, regaling us all with his interesting tales and enjoying lots of red wine. Phil was immensely proud of his only grandchild, Harry with whom he would debate for hours about science, the universe and Harrys future endeavours. Phil, Paul, Alex and Harry have enjoyed making many fantastic memories together, from travelling to the Arctic to spending precious family time together at home. During his last months Phil had spent time with some of his closest friends and completed a ‘reunion’ visit to Latvia which made him feel extremely happy and proud of all that he had achieved when working there. Phil's great humour and warm manner will be missed by so many, he lived his life in colour and made every second count, his family and friends take comfort in the fact that he never gave up and was still enjoying life right up until the end.
Phil had a rich and long career, the majority of which was spent in the internal audit profession, below is a news release from the Institute of Internal Auditors:
'On October 6, The IIA and the global internal audit profession were shocked by the sudden passing of a dynamic and beloved volunteer leader, Philip D. “Phil” Tarling, CIA, QIAL, CRMA, CMIIA.
Phil was an active and passionate member of the profession for more than 30 years, delivering insight and leadership across a broad spectrum, from UK public sector internal auditing to services for the United Nations in Europe, the Middle East, and Africa. He served on The IIA’s Executive Committee from 1999-2015 including a term as Global Board Chair for 2012-13. He also served as president of the Chartered IIA UK and Ireland in 2005-06, and as president of the European Confederation of Institutes of Internal Auditors (ECIIA) for 2010-11.
During his term as Global Chair, Phil’s theme was “Say it right,” stressing the vital importance of effective communication. “I want us to ‘say it right’ so that people know what we – individual internal auditors and The IIA – can offer and how we can be of help,” he told Internal Auditor magazine in its August 2012 edition.
Phil’s career included significant capacity building projects in Eastern and Central Europe. From 2009 to 2011, he was head of internal audit for the War Crimes Tribunal in Sarajevo, Bosnia & Herzegovina, and head of internal audit for the United Nation’s Special Tribunal for Lebanon in The Hague and Beirut. He also delivered similar capacity building in Africa, providing consultancy services to UN agencies, most notably the UN Office of Project Services and UN Population Fund.
In 2017-18, Phil served as an instrumental member of a team of former global chairs, along with Denny Beran and Patricia Miller, who researched and updated The IIA’s position on internal audit regulation and licensing.
On behalf of The IIA and the internal audit profession, we extend our deepest condolences to the Tarling family and encourage the members of our profession to pause to honour Phil's memory and his many contributions.'

I first met Phil in 1975 when we worked as investigators in London. Subsequently we both joined internal audit. Phil always put in maximum effort and this is supported by the global impact he made on the profession and the comments made by all who had the pleasure of knowing and working with him.

Wishing Alex and all Phil's extended family peace and comfort in the light of all that he meant to so many people. He was our friend and neighbour in Winchester, Hampshire, UK, 30 years ago and was always the most hospitable and kind person. RIP.

I am deeply sorry to hear about passing of Phil Tarling. RIP Phil, I will miss you! Deepest condolences to his family, relatives, and friends.
I have known him since I invited him to be a guest speaker at the Internal Audit Conference in İstanbul in 2008. Me and everybody else attending the Conference so appreciated because of his contribution. Since then we have developed a friendship and I have observed his professional career growing. Internal Audit has lost a real beacon who was passionate about excellence in both internal auditing and the governance of the profession. I grew from knowing and working with him in IIA Global leadership and valued his friendship. I enjoyed his tendency to work hard and play hard, as well as many happy visits around the world. I worked with Phil in the DHSS Organised Fraud Unit before he embarked on his audit career. We had some good times together both at work and socially. We remained friends as did most of the members of the unit. I am saddened by his death and he will be sorely missed.

I was shocked to hear of Phil’s passing. Working with him at the IIA for many years, I learned much from him. He was always willing to express his opinion, while listening to others opinions. His leadership and voice will be missed by so many people. May he rest in peace and watch over his family from heaven.
