BARRATT Francis Russell (CB) passed away on 22 September 2020, aged 95, after a short illness.
Esteemed civil servant, much loved husband of the late Jo, father, and grandfather.

I have many lovely memories of Russell and his wife Jo, when Keith, my husband and I lived next door in Ormsby, Smallhythe for many years. All of our family send condolences to the Barratt family.
